Our former council member Hong Alyce Van plead guilty to filing fraudulent nomination papers

Our former council member was accused of moving out of her district (about a year after being elected) but continued to represent her former district.
Hong Alyce Van received a city salary and benefits for the years she served after the alleged residency change. While the prosecution did not pursue charges related to compensation, it raises a significant public policy question:
Should accepting public money while allegedly failing to meet the eligibility requirements for a council seat be considered theft of public funds or misuse of public resources? We, the taxpayers, deserve clarity on the city's process for recovering such funds.
Records indicate that Council Member Carol Warren, Council Member John Warren (Parks Commissioner at that time), and former Council Member Brian Donahue resided close to Hong Alyce Van's reported new home. While Brian Donahue has not been on the city council in a while he was in a leadership position for at least 2 major non-profits in our city during that time.
Council Member Victor Barrios publicly stated in an interview with the Anaheim Observer that he was aware Hong Alyce Van had moved, and he noted that other city employees were also aware of the situation.
This public confirmation of awareness among city leadership leads to serious questions about public accountability:
Why were these officials/leaders, who were geographically close and, in some cases, politically aligned, silent on a matter of elected official eligibility?
Why did no council member or city staff member with knowledge of the alleged residency change inform the public or contact the District Attorney’s office to clarify the eligibility status?
Why did this situation require external investigation rather than an internal, transparent correction by those who had the information?
The issue remains that a city official was able to vote on city issues, sign government documents, and accept public money for years while questions about her eligibility existed among certain city personnel.
When key information like a council member’s residency is reportedly known by multiple officials and staff but is not disclosed to the public for years, it fundamentally damages the public's trust.
All these people were willing to hide something as important as this from us for so long it makes one wonder...
what else are they hiding from us?

Alyce Van was selected by the Stanton city council to fill a vacancy on the Stanton City Council and was officially sworn-in on May 14, 2019. Alyce served as a Planning Commissioner and a board member of the Stanton Community Foundation according to an OC Breeze article. She never ran for election before so it is unclear if she ever had an interest in the position.

This is what happens when a council member get appointed and has no understanding of our city's issues. They don't mind if we have to pay more and they are forgetting that we have been paying more for decades already.
During a time when we all know "water uncertainty" and more droughts on the way still
city council Member Alyce Van votes in favor of a "321-unit multi-family apartment community" according to the Orange County Tribune (09/23/2020). Not to mention our entire area has been having electrical shut-offs over the past month along with Flex Alerts.... And the constant gridlock on our freeways. How can our council member Van approve more rental housing without improving our failed infrastructure first? Not to mention where will they find room for 2,100 parking spaces in such small area? It appears that
Alyce Van is favoring expensive rental apartments instead of affordable housing.
Alyce Van has done nothing about the Stanton utility tax on tap water, cell phones, electricity, natural gas, ect.
